In response to your own request of the last when I called, as desired, at the Colonial Office to discuss Cotton Cultivation-have now the honour to explain, as requested, the question of introducing the cotton plant into the new Territories Housing and incidentally its possible extension by the Chinese into their own adjacent districts.
The New Territory is stated to be about 400 square miles in extent and consists mainly of mountainous land avoidable.
